Vem har högst skatt i Sverige?

Sveriges skatter är de sjätte högsta i världen (OECD) som andel av BNP. Under stora delar av 1900-talet var dock skatterna mycket lägre – det var först på 50-talet som de samlade skatterna översteg 20 procent av BNP.

I takt med att den offentliga sektorn expanderat och att bidrag och transfereringar har ökat så har skattetrycket stigit. Länder med mindre utbyggda välfärdssystem har ofta ett lägre skattetryck.

De är båda 42 år gamla men tjänar olika mycket och bor i olika delar av landet.

När är det 50% skatt?

Ur ett juridiskt perspektiv är arbetsgivaravgifterna helt klart en skatt. De omfattas av principen om ”svenska folkets urgamla rätt att sig själv beskatta” och kan därför bara beslutas av riksdagen. Som en statlig utredning har konstaterat: ”Socialavgifterna t.ex. är skatter fastän de betecknas som avgifter.” (SOU 2007:96, sid. 28) Arbetsgivaravgifterna samlas in av Skatteverket och den som fifflar med dem kan dömas för skattebrott.

Även ur ett statistiskt perspektiv ingår arbetsgivaravgifterna i skatteintäkterna (med ett undantag). De redovisas i statsbudgeten under rubriken ”indirekta skatter på arbete”.
